What is an EDI 191?
The EDI 191 Student Loan Pre-Claims and Claims is the ANSI X12 transaction set lending institutions, secondary markets or student loan servicers use to exchange information with guarantee agencies about pre-claims assistance on delinquent student loans and about claims on loans that are in default.
When a borrower falls behind, the guarantor can help the lender bring the loan current before default. If default occurs, the lender files a claim with the guarantor for payment. Exchanging this data electronically speeds up both processes.
How to read this diagram: the top row shows who sends the 191, to whom, and which documents usually come before and after it. The lower part shows what X12 release 008010 itself requires: the envelopes around the 191 and the segments and loops the standard marks as required, area by area. Optional loops are listed by the segment that starts them rather than drawn in full. This is the standard's minimum, not a trading partner's requirement: each partner's implementation guide usually makes some optional loops mandatory, restricts the codes and may use a different release.
When it is used
- Requesting pre-claims assistance on delinquent loans
- Filing default claims with guarantors
- Reporting claim status and payment

Structure
Mandatory segments in the 191 (X12 release 008010)
The segments X12 release 008010 marks as mandatory at their level, in order. Segments inside optional loops are needed only when the loop is used. This is the standard's requirement, not your trading partner's: each partner's implementation guide names the release it uses, adds the optional segments it requires and restricts the values. The requirement status comes from one published X12 reference listing and has not been checked against a second source.

Practical example
The 191 in practice
A borrower is 60 days delinquent. The loan servicer sends the guarantor a 191 requesting pre-claims assistance with the loan and borrower details. The guarantor contacts the borrower, who arranges a repayment plan, and the loan returns to good standing without a claim.
Implementation
Implementation considerations for the 191
- Follow program rules on timing of pre-claims and claims.
- Protect borrowers' personal data under applicable law.
- Include the loan history guarantors need to pay claims.
- Track each pre-claim or claim through to its outcome.
