What is an EDI 139?
The EDI 139 Student Loan Guarantee Result is the ANSI X12 transaction set guarantee agencies use to inform a lender, a school or both about the status of a student loan guarantee. The result includes, among other things, the conditions and amounts of the guarantee.
Lenders generally disburse guaranteed student loans only after the guarantee is approved. The result tells them whether they can proceed, and tells the school what aid to expect for the student, or why the guarantee was refused.
How to read this diagram: the top row shows who sends the 139, to whom, and which documents usually come before and after it. The lower part shows what X12 release 008010 itself requires: the envelopes around the 139 and the segments and loops the standard marks as required, area by area. Optional loops are listed by the segment that starts them rather than drawn in full. This is the standard's minimum, not a trading partner's requirement: each partner's implementation guide usually makes some optional loops mandatory, restricts the codes and may use a different release.

Structure
Mandatory segments in the 139 (X12 release 008010)
The segments X12 release 008010 marks as mandatory at their level, in order. Segments inside optional loops are needed only when the loop is used. This is the standard's requirement, not your trading partner's: each partner's implementation guide names the release it uses, adds the optional segments it requires and restricts the values. The requirement status comes from one published X12 reference listing and has not been checked against a second source.

Practical example
The 139 in practice
A guarantor reviews a loan certified by a school. It approves the guarantee for a reduced amount because of an annual limit and sends the lender and the school a 139 with the approved amount and conditions. The lender disburses the approved amount, and the school updates the student's aid package.
Implementation
Implementation considerations for the 139
- Protect borrowers' personal data under applicable law.
- Explain reductions and rejections with reason codes.
- Send results to both lender and school where needed.
- Follow the loan program's current rules.
