What is the EDIFACT CUSREP message?
CUSREP is the UN/EDIFACT customs conveyance report. The directory defines it as a message that transfers data from a carrier to a customs administration to meet customs reporting requirements in respect of the means of transport on which cargo is carried.
Where CUSCAR reports the cargo, CUSREP reports the conveyance itself: the vessel, aircraft, train or vehicle, its voyage, arrival and departure details, and crew or stores information where required. Customs uses the two together to know what is arriving, on what, and when.
How to read this diagram: the top row shows who sends CUSREP, to whom, and which messages usually come before and after it. The lower part shows what the directory D.21A itself requires: the envelopes around CUSREP and the segments and segment groups it marks mandatory. Conditional groups are listed by their trigger segment rather than drawn in full. This is the directory's minimum, not a trading partner's requirement: a message implementation guide, such as an industry subset or a partner’s own guide, usually makes some conditional groups mandatory, restricts the codes and may use an older directory.
When it is used
- Reporting a vessel's arrival to customs
- Reporting departure of a conveyance
- Updating arrival times or conveyance details

Structure
Mandatory segments in CUSREP (directory D.21A)
In UN/EDIFACT directory D.21A, the CUSREP message has 49 segment positions arranged in 12 segment groups. These are the segments and segment groups marked mandatory at message level, in order; a mandatory group is shown with the segment that starts it. Segments inside conditional groups are needed only when the group is used. This is the directory’s requirement, not your trading partner’s: each partner’s message implementation guide names the directory it uses, often an older one such as D.96A or D.01B where the structure can differ, makes some conditional segments mandatory and restricts the codes.

Practical example
CUSREP in practice
A shipping agent reports a container vessel's arrival in Hamburg. It sends customs a CUSREP with the vessel's identity, voyage number, last and next ports and expected arrival time, followed by CUSCAR cargo reports for the bills of lading on board. Customs links the cargo to the conveyance and confirms receipt with CUSRES.
Implementation
Implementation considerations for CUSREP
- File conveyance reports within the customs deadlines.
- Use vessel identifiers, such as IMO numbers, and voyage references consistently.
- Update the report when arrival times change.
- Check whether a national single window replaces direct customs filing.
