What is an EDI 521?
The EDI 521 Income or Asset Offset is the bi-directional ANSI X12 transaction set an agency or entity can use to require an employer or asset holder to withhold and deliver assets or income on behalf of a person or entity to whom they are owed. The recipient can use it to respond.
Garnishments and levies, for example for child support or tax debts, require employers to withhold part of wages, and banks to freeze and remit funds. Electronic orders and responses let large employers and banks process many orders accurately and on time.
How to read this diagram: the top row shows who sends the 521, to whom, and which documents usually come before and after it. The lower part shows what X12 release 008010 itself requires: the envelopes around the 521 and the segments and loops the standard marks as required, area by area. Optional loops are listed by the segment that starts them rather than drawn in full. This is the standard's minimum, not a trading partner's requirement: each partner's implementation guide usually makes some optional loops mandatory, restricts the codes and may use a different release.
When it is used
- Issuing income withholding orders to employers
- Issuing levies to asset holders
- Responding to and terminating withholding orders

Structure
Mandatory segments in the 521 (X12 release 008010)
The segments X12 release 008010 marks as mandatory at their level, in order. Segments inside optional loops are needed only when the loop is used. This is the standard's requirement, not your trading partner's: each partner's implementation guide names the release it uses, adds the optional segments it requires and restricts the values. The requirement status comes from one published X12 reference listing and has not been checked against a second source.

Practical example
The 521 in practice
A child support agency issues an income withholding order for a parent employed by a national retailer. It sends the retailer's payroll provider a 521 with the employee, the amount to withhold each pay period and the remittance details. The provider confirms and starts withholding from the next payroll.
