What is an EDI 453?
The EDI 453 Railroad Service Commitment Advice is the ANSI X12 transaction set a Rail Interline Service Management shipment sponsor uses to communicate service commitment details to transportation service providers.
A service commitment sets the expected trip time and milestones for an interline shipment. Each carrier then knows its part of the commitment, and actual events (451) can be measured against it. Commitments give each carrier in the route a clear target for its segment of the trip, and give the sponsor a basis for measuring end-to-end service and following up delays.
How to read this diagram: the top row shows who sends the 453, to whom, and which documents usually come before and after it. The lower part shows what X12 release 008010 itself requires: the envelopes around the 453 and the segments and loops the standard marks as required, area by area. Optional loops are listed by the segment that starts them rather than drawn in full. This is the standard's minimum, not a trading partner's requirement: each partner's implementation guide usually makes some optional loops mandatory, restricts the codes and may use a different release.

Structure
Mandatory segments in the 453 (X12 release 008010)
The segments X12 release 008010 marks as mandatory at their level, in order. Segments inside optional loops are needed only when the loop is used. This is the standard's requirement, not your trading partner's: each partner's implementation guide names the release it uses, adds the optional segments it requires and restricts the values. The requirement status comes from one published X12 reference listing and has not been checked against a second source.

Practical example
The 453 in practice
A sponsor arranges an interline shipment of auto parts over two railroads with a five-day commitment. It sends both carriers a 453 with the milestones for each segment. Each carrier plans to meet its part, and the sponsor measures performance from the event reports.
Implementation
Implementation considerations for the 453
- Define commitments that each carrier can measure.
- Communicate changes to commitments promptly.
- Compare actual event data with the commitments.
- Agree how missed commitments are handled.
